Many countries have taken energy conservation and carbon emission reduction as the government energy policy due to the public concern about climate change issues and the rapid consumption of fossil fuels. Developing renewable energy and green industry has become a new prominence in the global economy. In response to the advent of a green economy and the policy goals of nuclear-free homeland in Taiwan, the government has listed the green energy technology as an important issue of its “Five plus two innovative industries policy”. Government thus makes efforts to leverage Taiwan’s existing niches in the green energy field to promote the green energy industries, to boost industrial competitiveness, to bolster the nation’s energy security, to create a green economy and to promote environmental sustainability.

On October 27, 2016 the Executive Yuan officially approved and announced the plan of establishing Shalun Smart Green Energy Science City in Tainan. Moreover, the Shalun Smart Green Energy Science City Office established on November 6. The scope of Shalun Smart Green Energy Science City includes the Joint Research Center for Green Energy Technologies, Green Energy Technology Demonstration Site (Core Zone: C, D and X), Multifunction Convention and Exhibition Center , Southern Campus of Academia Sinica and the peripheral living and residential areas near HSR Tainan Station.

 

Objectives

The objective of developing Shalun Smart Green Energy Science City is to build a smart ecosystem city that co-develops with nature, as well as to build up “people-oriented” community and the necessary green life system. The Office coordinates the promotion of the science city by linking the regional constructions of Shalun Smart Green Energy Science City from the Ministry of Economic Affairs, Ministry of Science and Technology, Academia Sinica, and Tainan City Government etc. into a low-carbon smart city. Such coordination will attract personnel in green energy technology in Taiwan or abroad. Some zones are planned to build test fields for developing low-carbon smart related technology.

 

Strategy of Promotion

The core zone, including the Joint Research Center for Green Energy Technologies and Green Energy Technology Demonstration Site, is the key promotional base of this Green Energy Science City, which gradually links with peripheral R&D institutes and science parks or industrial parks. The function of the two aims to integrate the R&D of green energy technology in industry and academia. This industry-academic collaboration in green energy will assist the industries to test innovative technologies and product performance through experienced-based demonstration site, thereby to boost industry competitiveness and expand green energy technology related products on a global scale.

In core zone, the research departments of the industries or the research institutes will play the role of chaining the industries and academic circles to cooperative researches. The research institutes, planning to station in research units, are Industrial Technology Research Institute (ITRI), National Applied Research Laboratories (NARL), and Institute of Nuclear Energy Research (INER). These institutions will link industries and academia circles in Taiwan and abroad through their research strengths with commitment in the development of green energy industry technology.

In the long run, the promotional strategy is to create an innovative green energy industrial ecosystem, which is formed by involving green energy technology R&D derived from the industry demand of Science City, and impelling green energy industry development through scientific R&D outcomes.
